Opening a New Campus? Don’t Leave NIFA Funding on the Table.

Opening a new instructional campus is exciting, but it also comes with significant startup costs before enrollment reaches full capacity. The Texas Education Agency’s (TEA) New Instructional Facilities Allotment (NIFA) provides eligible school districts and open-enrollment charter schools with additional Foundation School Program funding to help offset those initial operational expenses.

With the annual application deadline approaching, now is the time to determine whether your new campus qualifies.

What is NIFA?

The New Instructional Facilities Allotment (NIFA) is state funding available to eligible Texas public school districts and open-enrollment charter schools that open a qualifying new instructional facility. The allotment is designed to assist with the additional operating costs associated with launching a new campus and is distributed through the Foundation School Program. Recent legislative updates also expanded eligibility for certain Career and Technical Education (CTE) renovations that meet specific statutory requirements. (Texas Education Agency⁠)

Who May Be Eligible?

Your school should evaluate NIFA eligibility if you are:

  • Opening a brand-new instructional campus

  • Opening a newly leased instructional facility that meets TEA requirements

  • Repurposing an eligible instructional facility

  • Opening a qualifying high-cost or undersubscribed CTE instructional space under the expanded provisions of recent legislation

  • Operating as an open-enrollment charter school with an approved instructional site

Not every construction project qualifies. Campus expansions, portable buildings, and most renovations are generally not eligible unless they meet the specific statutory exceptions adopted by the Legislature.

Application Requirements

TEA requires the online application to include documentation supporting the facility’s eligibility, which may include:

  • Photograph of the instructional facility

  • Construction or lease documentation

  • Site plan

  • Floor plan

  • Demolition plan (if applicable)

  • CTE survey (for qualifying CTE renovation projects)

Applications are submitted electronically through the TEAL Foundation School Program application.

Application Deadline: July 15, 2026

Schools planning to occupy a qualifying facility should begin assembling documentation as early as possible to avoid last-minute delays.
